Belgium’s Federal Public Service Finance said on Wednesday 28 October 2026 that a cyberattack had hit its digital services, forcing the temporary shutdown of the country’s online tax portal and several other services. The agency also said tax-filing deadlines will be extended as a result of the disruption, with a specific new date to follow as soon as possible.
The shutdown is precautionary. According to the agency, as reported by Reuters, it is intended to limit risks and allow technical work to secure the agency’s systems. The agency also said there were no indications of a data breach or that any data had been stolen, but added that the matter was being closely investigated. That wording matters: “no indications so far” is not the same as a confirmed “nothing was stolen”, and the investigation is still open.
What is shut, and what still works
Two things are confirmed shut: the online tax portal and several other services. The agency has not named those other services in the reporting available so far, so this article does not list them. What is also confirmed is that a large portion of the agency’s other applications remain available with full or partial functionality. In other words, this is a partial shutdown, not a total blackout.
No restoration time has been stated. Nobody reading the current reporting can say when the portal will reopen, because the agency has not given a date. That gap is the single most important unknown for anyone with a filing to make.
What the agency has not said yet
The confirmed facts end quickly, and the unanswered questions are longer than the confirmed list. Here is what no source has established yet:
- The type of attack. Neither the agency, as quoted, nor Reuters calls it ransomware, a DDoS attack, or a data breach. Labelling it any of those would go beyond the evidence.
- Who carried it out. No attacker, group, or origin is named in any source checked.
- Whether any data was actually taken. The agency’s position is “no indications” of a breach or theft so far, with the investigation ongoing. That leaves the question open rather than settled.
- When services will be restored. No restoration time or date appears in any source checked.
- Which other services were shut. They are described only as “several other services” and are not named.
- How many people are affected. No affected-user, taxpayer, or filing count appears in any source checked. This article states no number, and no number should be inferred from Belgium’s population or taxpayer base.
That last point deserves emphasis because it is where coverage of incidents like this usually goes wrong. A national tax portal serves a whole country, so it is tempting to convert the whole filing population into a victim count. The sources do not support that conversion. A shutdown is not a victim count, and an unquantified disruption should stay unquantified until the agency puts a number on it.
Two filing systems down in one week: our analysis
The table below is our own analysis, built from the sources above. No source states it in this form. It pairs the Belgium shutdown with the second government filing shutdown of the same week: the United States Federal Election Commission, whose electronic filing system went offline after a hacker attempted to breach its systems, according to an internal email seen by Reuters.
| Belgium FPS Finance, 28 Oct 2026 | US FEC, 26-27 Oct 2026 | |
|---|---|---|
| What shut | Online tax portal plus several other services | Electronic filing system and web-facing services |
| Trigger as reported | Cyberattack hit digital services | Hacker attempting to breach FEC systems, per an internal email seen by Reuters |
| Breach or theft status | Agency: no indications of breach or theft so far, investigation ongoing | Attempted breach and outage reported; whether the attacker gained access or data was accessed or disclosed is not established in the cited report; CISA and the FBI referred questions to the FEC |
| Consequence for filers stated | Tax-filing deadlines extended; new date to follow | Mandatory 24-hour and 48-hour campaign spending reports could not be filed; previously filed reports still searchable |
| Restoration status at last report | Not stated | Issue identified and fix being implemented on the evening of 27 Oct (US time); system still offline at that point |
| What it does not affect | Nothing stated about other Belgian services beyond a large portion still available | Voters’ ability to cast ballots: the FEC tracks campaign spending, it does not administer elections |
The shared pattern is the precautionary shutdown itself. In both cases a government pulled a filing system offline. For Belgium, the agency said there were no indications of a leak or theft so far; for the FEC, the cited report does not settle whether data was accessed or taken. The contrast is what each government promised filers next: Belgium offered extended deadlines, while the FEC had a fix in progress with reports blocked. The comparison also sets the limit of the story: neither shutdown has any confirmed connection to the other, and neither agency has named an attacker.
What filers should do now
The steps below are general guidance for anyone affected by a filing-system shutdown. They are not instructions from the Belgian agency, which has so far announced only the deadline extension.
- Wait for the agency’s new deadline date instead of assuming the old date still stands.
- Check the agency’s own official channels for updates, rather than relying on forwarded messages or social posts.
- Keep a record of what you tried to file and when, including any error message the portal showed.
- Treat unsolicited messages claiming to be from the tax agency with suspicion, and do not send personal or payment details in reply to one.
- Do not assume your data was stolen, and do not assume it was not: the agency has said only that there are no indications so far.
The position stands as above until the agency says more. The two facts to watch next are the new filing deadline date and any restoration time for the portal.
